Weren't leap years implemented in the Julian calendar? I think the Gregorian adjustments were made to compensate for the fact that the year isn't quite 365.25 days long. It's actually a bit shorter, so we don't actually get leap years on years that can be divided by 100 unless they can also be divided by 400 (which is why the year 2000 was a leap year even though the year 2100 won't be.)
