I recently played through Zelda 2. According to the townspeople, all the towns in the game are named after ancient sages; Rauru, Ruto, Impa, Saria, Darunia, and Nabooru. But there are two other towns, Mido and Kabuto. Mido's the bully from OoT, but Kabuto is never mentioned again as far as I know. Could the Miscreant be the lost sage Kabuto?

That is quite an interesting theory, and the most plausable I've heard in a long time.

Not quite, apparently, after OoT, his name became associated with the sages, probably from guarding the path to Saria. In the game time between OoT and Zelda 2, the legend was re-told and altered enough that Mido went from just helping out Saria, to becoming a sage himself. Still, Kabuto has been completely unexplained and not even mentioned in any game since Zelda 2.
I've noticed that the miscreant looks distinctively like one of the mario brothers. But then again (to the best of my knowledge) neither mario or luigi have ever been one of the sages

EDIT: Oh yeah, Kabuto is not in a comic because Zelda Comic is about Legend of Zelda, not Pokemon.
Also, yeah, The Miscreant is totally a Kabuto. But not a Kabutops.
